Expanding Access to Post-Secondary Education

Moved by Young Liberals of Canada

WHEREAS a strong post-secondary education system is the requisite backbone of a strong economy that can adapt to dynamic global needs and provides individuals with an enhanced standard of living;

WHEREAS post-secondary education graduates contribute more to the public treasury through higher income taxes from higher wages, are less likely to partake in criminal activity, and are predisposed to adapt to challenges of the knowledge-based economy;

WHEREAS Indigenous youth are the fastest growing demographic in Canada, and will soon make-up a significant portion of Canada’s labour market, having a major impact on the Canadian economy;

WHEREAS, as of the 2011 National Household Survey, only 48.4% of indigenous people in Canada aged 25 - 64 had any post-secondary qualification, compared to 64.7% of non-indigenous Canadians;

BE IT RESOLVED that the Liberal Party of Canada encourages the Government to harmonize and simplify post-secondary assistance programs across all levels of government;

BE IT FURTHER RESOLVED that the Liberal Party of Canada encourages the Government to meet with provincial and territorial governments, indigenous communities and organizations to combat the non-financial barriers to post-secondary education for indigenous students;

BE IT FURTHER RESOLVED that the Liberal Party of Canada encourages the Government to re-evaluate its processes for funding Indigenous studies programs and post-secondary education;

BE IT FURTHER RESOLVED that the Liberal Party of Canada encourages the Government to convert the federal portion of the Canada Student Loans to a non-repayable grant for low-income families in Budget 2017, and for middle-income families in Budget 2018.
