Combating Climate Change and Establishing Environmental Rights

Moved by Young Liberals of Canada

WHEREAS the United Nations recognize environmental rights as a basic human right, and on the seventh day of March, the UN CESCR concluded that Canada has failed to provide adequate environmental protections or take action on climate change;

WHEREAS the single largest impact to dramatically reduce greenhouse gas emissions and a global average temperature increase is the elimination of coal-fired plants;

WHEREAS forced migration due to climate change will be one of the greatest humanitarian and security challenges for current and future generations, with the number of forced migrants expected to reach between 200 million and as high as 1 billion by the year 2050;

BE IT RESOLVED that the Liberal Party of Canada encourages the Government to take all necessary measures to combat climate change, including collaborating with provincial and territorial governments to eliminate coal-fired energy generation in Canada by 2030;

BE IT FURTHER RESOLVED that Liberal Party of Canada encourages the Government to introduce legislation to establish the right to an ecologically balanced environment, clean drinking water and soil, breathable air, and healthy ecosystems is a basic human right;

BE IT FURTHER RESOLVED that the Liberal Party of Canada encourages the Government to offer the right of protection to people being displaced due to climate change whom would be defined as climate refugees.
